Recently Effect.AI confirmed that South Korea participants can participate in the Effect.AI ICO through their Telegram channel:

This should be very bullish news for the NEO Based ICO Effect.AI and maybe even for the cryptomarket in general if South Korea can start participating in ICO's again.
